MultiProof eligibility expanded for faster consenting

More developers can now apply for a MultiProof to speed up building consents for standardised designs.

The Government has relaxed the eligibility rules for MultiProof – national multiple-use approvals. MultiProof is a statement by the Ministry of Business, Innovation and Employment (MBIE) that a set of plans and specifications for a building complies with the Building Code.

The following requirements have been removed:

  • minimum intention to build threshold – you no longer need to intend to build the approved design at least 10 times over 2 years.
  • self-build requirement – applicants no longer need to intend to build the design themselves.

This means more developers can access faster consenting for replicated building designs.

These changes are now in effect from 14 December 2025.

What these changes mean for building repeatable designs

MultiProof approvals streamline the consenting process for standardised designs. With MultiProof:

  • BCAs must accept the approval as evidence of Building Code compliance
  • building consent is still required for site-specific elements (eg foundations, services), but processing time is halved to 10 working days instead of 20.

Expanding eligibility makes it easier to share approved designs, giving builders and homeowners confidence in compliance and reducing delays.

These changes are part of wider Government reforms to make it easier for new competitor supermarkets to be built in Aotearoa New Zealand, following feedback on barriers to development.

It's ideal for nationwide developments using the same design multiple times.

Applicants can choose to make their MultiProof plans available to others to build, supporting efficient builds across the country.
