Building consents under investigation

The Ministry of Business Innovation and Employment (MBIE) is aware of allegations of an individual completing and signing documents relating to building consent applications using the identities and credentials of others without their permission.

Jonathan (Jon) Beau Hall, Director of Kodiak Consulting Limited, is alleged to have signed documents, including producer statements which are designed to give authorities confidence that building work meets the New Zealand Building Code and approved building consent requirements.

At this stage, MBIE is aware of 42 councils across eight regions that are likely to be impacted by this issue. A list of these councils is below.

MBIE is currently working with local authorities, Engineering New Zealand, and New Zealand Police. MBIE’s role is to provide co-ordination support so that all relevant parties are connected, have good information and are working towards a solution to this matter.

MBIE encourages anyone who are concerned they may be impacted by this issue to contact their local council.

The regions impacted are Taupō, Rotorua Lakes, Hamilton, Thames-Coromandel, Waikato, Hauraki, Western Bay of Plenty, and South Wairarapa.
