Transcript for the YouTube video introducing three new overseas products pathways that recognise building products from overseas.
[Soft piano music playing]
[Audio] We are making it easier for Kiwis to build a home by reducing barriers for using overseas products. Construction noise in the background.
[Visual] Image of a blue house. A garage door, front door and windows are added to the house. The image of the house focuses in on window on the top storey.
[Audio] To do this, we've made changes to the Building Act to enable three pathways to recognise overseas products. Each pathway targets a different level of product assurance.
[Visual] Screen changes to show three icons – a purple one that shows a hand pushing a button, a yellow one showing a document and an orange one showing a seal of assurance. A blue conveyor belt appears on the screen with three cardboard boxes moving along it, each with one of the three icons attached, which represent each of the three pathways.
[Audio] The products will still need to meet Aotearoa - New Zealand's high standards, but we're making the building consent process easier.
[Visual] The conveyor belt moves from left to right. A green tick appears over each box.
[Audio] The first pathway is Endorsed Standards. Groups of overseas standards or standards certification schemes endorsed by the Minister for Building and Construction will provide guidance that the standard may be suitable for use here.
[Visual] A clipboard appears with Overseas Standards on it. The purple Endorsed Standards icon appears on the right top corner of the screen. Each standard receives a green tick and a stamp of approval. A clipboard with New Zealand Standards appears next to it with green ticks.
[Audio] Building consent authorities will still need to verify the building work complies with the New Zealand Building Code.
[Visual] A building consent officer appears in front of the blue house. He has a clipboard. Green ticks are added to his list.
[Audio] The second pathway is Building Product Specifications. A new document known as Building Product Specifications contains specifications and overseas building product standards that can be used as part of an Acceptable Solution or Verification Method compliance pathway.
[Visual] The Building Product Specifications appears on screen as a document with green ticks. The yellow Building Product Specifications icon appears on the right top corner of the screen. An acceptable solution and a verification method document appear on the screen with blue arrows pointing from their content to the Building Product Specifications, showing the links between the two documents. The matching sections from each document are highlighted in yellow.
[Audio] The third pathway is Approved Products Certified Overseas. This means that if an overseas certified product or method is recognised by MBIE [The Ministry of Business, Innovation and Employment], then that product or method will be deemed to comply with the New Zealand Building Code.
[Visual] MBIE appears on screen as a large blue commercial building. The orange Approved Products icon appears on the right top corner of the screen. Cardboard boxes containing building products move through the MBIE building from left to right. As they go, green ticks appear over the building. When the box exits the MBIE building, it receives an ‘Approved’ stamp.
[Audio] New Zealanders will have more choice so buildings can be healthier… safer… and more durable while costing less.
[Visual] The MBIE building is joined by a cityscape of buildings. Icons that say ‘Healthier’ ‘Safer’ and Durable’ appear in the middle of the screen.
[Audio] We’re maintaining Aotearoa - New Zealand's high standards and at the same time giving you more choice and more certainty when it comes to using overseas products.
[Visual] The cityscape disappears, leaving the icons in the middle of the screen. An image of Earth appears from the bottom of the screen. The purple, yellow and orange pathway icons pop up all over the globe.
The blue Building Performance logo comes up to close the video.
