Wholesalers, retailers, and distributors

BPIR - Wholesalers retailers distributors

Under the regulations, wholesalers, retailers, and distributors of designated building products have new responsibilities.

Wholesalers, retailers and distributors are required to ensure building product information is available when designated building products are for sale.

Manufacturers and importers of designated building products are responsible for collating and producing the required building product information.

Wholesalers, retailers and distributors are not expected to constantly review the information disclosed by a manufacturer or importer. It is recommended that arrangements are put in place with product manufacturers. This will allow for open communication about any changes that impact the information being disclosed about the building product.

A product cannot be sold if the required information is not provided.

Displaying information

In many cases, it is expected that the manufacturer or importer will be able to provide a link to a website containing the building product information, either on the product itself or on its packaging.

  • A link to the manufacturer's website is fine, rather than a specific link to each product. This is the manufacturers decision.
  • Individual or third-party websites may be used to communicate the product information to potential consumers.
  • A QR code may be used to direct consumer to the website. This would be an additional piece of information alongside the website address.

Products without packaging

In some cases it is impractical for the manufacturer to provide the product's website on the product or its packaging, for example, some loose wood products or bricks. In this case the manufacturer or importer must still provide the website with the product to the wholesaler, retailer, or distributor to display near the product.

Products sold at a physical location

The wholesaler, retailer and distributor must ensure that the website, where the required building product information can be accessed, is displayed next to the building product. This may be achieved by having the required information available via a sticker, pamphlet, booklet, stand etc that is located near the product.

Products sold online

If the product is sold online, a link to the website where the product information can be found must be disclosed on the same webpage where the building product is displayed for sale.

Maintaining information

Each wholesaler, retailer, and distributor must ensure that if there are any changes to the website where the information is contained, that the updated information is disclosed to the public as soon as possible. This may require updates to signage or online product listings.

It is recommended that wholesalers, retailers, and distributors check that the manufacturers or importers have disclosed the required information and that the website address is up to date. This check could be combined with merchant compliance reviews with manufacturers and importers.
