Building Advisory Panel

The Panel provides the Ministry of Business, Innovation and Employment with independent strategic advice on issues facing the construction sector.

The Panel provides guidance, advice and direction on the ways that MBIE can support an innovative and high-performing sector.

Patrick Dougherty (Building Advisory Chair)

Patrick has over 35 years’ experience of leadership in the construction and development industry in New Zealand. Over 25 years in the private market and most recently, over 10 years in public service.

For 9 years Patrick was leading the Housing New Zealand/Kāinga Ora Construction & Innovation Group which delivered new, and renewed public housing across New Zealand.

Chantelle Bailey

Chantelle, Te Rarawa, Ngāpuhi, Samoan (Lotofaga and Le'auva'a), is a Fellow of Engineering New Zealand with more than 25 years of experience in engineering with a focus on structural and aircraft engineering. 

She holds governance and committee roles on the Registration Authority for Chartered Professional Engineers, Competency Assessment Board (CAB) board member, Waihanga Ara Rau (Construction and Infrastructure) Workforce Development Council and is a member of Te Ao Rangahau Māori Advisory Panel, Kāhui Ahumahi and Pacific Fono. 

Her extensive experience and knowledge of other advisory panels and boards further enrich the governance environment. 

She previously served as a trustee of the Engineering New Zealand Foundation and board member of the Manawatū Branch of the Institute of Professional Engineers New Zealand. She is an Associate Structural Engineer with Miyamoto NZ and has held previous roles in GHD, Aurecon, OPUS, and the Royal New Zealand Air Force.

Steve Pearce

Steve has worked as a regulator in local government since 2007 and has been the Building Services Manager at Tauranga City Council since 2021.

He has experience as a front line regulatory officer and previously led Australasia’s largest local government Regulatory Compliance unit at Auckland Council. He is also a member of the Taituarā – Local Government Professionals Aotearoa Regulations and Bylaws Reference Group. Through these roles, Steve has worked across a wide range of regulatory systems and brings a strong ability to translate learnings from across regulatory practice into the building system.

Roger Cook

Since arriving in New Zealand in 2003 Roger has held roles in the Ministry for Primary Industries and Auckland Airport.

In 2017 he joined Waitaki District Council as Building Services Manager. Under his leadership it became one of the top performing Building Consent Authorities. In his current role as Director of Natural and Built Environment and member of the Executive Leadership Team he oversees all regulatory activities, infrastructure operations and compliance. He is a Commissioner for the RMA, a qualified Project Manager and a member of the Taituarā Regulations and Bylaws Reference Group. Roger remains closely connected to the building consenting profession by being a member of the Simpli Centre of Excellence, Governance Team, an Affiliate member of Building Officials Institute of New Zealand and is an active participant in the Southern Cluster Building Controls Group.

Scott Fisher

Scott is currently the CEO of Offsite NZ Inc. Scott has extensive marketing, commercial and leadership experience in public, private and NGO sectors and with a number of membership bodies. Scott has experience across a wide variety of industries including the plumbing industry and professional services.

Malcolm Fleming

Malcolm is the current Chief Executive of New Zealand Certified Builders Association (NZCB). Prior to joining the NZCB, Malcolm was the CE of the New Zealand Institute of Building, which he led for 7 years. Malcolm is the former Chair of the New Zealand Construction Industry Council, therefore is very familiar with the interface the building sector has with central and local government.

Jared Bernard

Jared manages the largest product division for Mitre 10.With a portfolio of over $1 billion, this covers the trade focused areas such as timber, buildings supplies and tools. Jared has over 12 years of merchandise/sales experience with Mitre 10 across a range of product areas. Jared brings a wealth of experience leading strategic change across large business as well as category management, product development and marketing.
