COVID-19 Protection Framework for the building and construction sector

The COVID-19 Protection Framework includes restrictions to keep workers safe, limit interaction with customers and help prevent the spread of COVID-19.

The information on this page is based on the COVID-19 Public Health Response (Protection Framework) Order 2021.

Building and construction activities in the COVID-19 Protection Framework

All building and construction work can continue at all of the COVID-19 protection framework settings. Building and resource consenting services (for example, building inspections and geotechnical inspections) can also operate.

Restrictions will apply depending on the framework settings and vaccination status of operators, as well as other measures to keep people safe. You must have a COVID-19 control plan in place.

When working in someone's home, tradespeople must maintain physical distance from others and you must keep a record of their visit. Face masks and online payment options are strongly recommended.

Building and construction businesses are able to buy products and materials from merchants, retailers and suppliers with capacity limits based on the use of vaccination certificates and other health measures to keep people safe. Face coverings must be worn by anyone entering these types of premises.

Vaccinations for workers

There is no vaccination mandate for the building and construction sector.

Only workers carrying out building and construction work at early childhood, primary and secondary educational facilities, prisons, and hospitals, are required by the government to be fully vaccinated.

A vaccination assessment tool will be available from mid-December, providing a clear legal framework to help businesses make decisions about vaccinations in the workplace.

For the building and construction sector, CHASNZ will provide a specifically tailored risk assessment tool for the sector.
